FMCSA clarifies HHG carrier definition

A carrier that delivers furniture, appliances or other furnishings from a factory to an individual household is not a household goods (HHG) carrier, the Federal Motor Carrier Safety Administration has confirmed. The clarifcation came in an answer posted Aug. on the FMCSA website.

In its answer, FMCSA said that an HHG carrier means a carrier that in the ordinary course of its business of providing transportation of household goods, offers some or all of the following additional services:

• Binding and nonbinding estimates • Inventorying • Protective packing and unpacking of individual items at personal residences • Loading and unloading at personal residences
